BECIL hunts for partners to manage govt clients’ SM projects

Broadcast Engineering Consultants India Ltd (BECIL), a unit under the Ministry of Information and Broadcasting, has issued an expression of interest (EOI) to create a centralised empanelment of backend partners, vendors and associates for ideation, conceptualisation and execution of social media management projects for government clients, according to tender documents released by the company.

The empanelment is aimed at building a nationwide pool of agencies to support BECIL’s participation and execution of digital communication mandates across ministries, departments and public sector entities.

The EOI, issued late December 2025, outlines BECIL’s objective to strengthen the digital presence of government clients through strategic communication, content creation, audience engagement and real-time information dissemination across major social media platforms. Empanelled partners will assist BECIL in bid preparation, proposal development and joint execution of projects awarded through separate client-specific tenders or nomination routes, with final selection to be carried out through individual request-for-proposal (RFP) processes.

While the empanelment itself does not carry a fixed contract value, the tender categorises potential work across multiple financial slabs, ranging from projects valued up to Rs.10 crore to assignments exceeding Rs.100 crore. Eligibility and technical evaluation criteria have been defined separately for project brackets of Rs.10 crore, Rs. 30 crore, Rs. 60 crore, Rs.100 crore and above, indicating the scale and diversity of social media mandates likely to be undertaken through the empanelled pool.

The scope of work is extensive and includes end-to-end social media management across platforms such as Facebook, X, Instagram, YouTube, LinkedIn, Threads, Telegram and WhatsApp Channels. Responsibilities cover manpower deployment, content creation in multiple languages, graphic and video production, live streaming, analytics, social listening, influencer engagement, crisis communication and paid media campaign management, with agencies required to adhere to government communication guidelines and data security norms.

The document also specifies advanced capabilities such as AI-assisted content and analytics, drone-based videography, multilingual voice-overs and rapid-response teams for real-time monitoring. Empanelled partners may be required to operate onsite or offsite, deploy district-level coordinators and set up infrastructure at their own cost across project locations nationwide, the tender document states.

The deadline for submission of bids has been extended till early February now. BECIL has clarified that the empanelment does not guarantee award of work and that financial bids will be invited separately for each project.

The empanelment is intended to create a ready ecosystem of qualified digital agencies capable of supporting large-scale government communication campaigns as India expands its digital outreach initiatives.
