The government’s Live Events Development Cell (LEDC) has held four meetings since its formation in July 2025, initiating a series of measures to strengthen infrastructure, simplify regulations and promote ease of doing business as India targets becoming a global hub for live events by 2030, Minister of State for Information and Broadcasting L. Murugan told the Lok Sabha yesterday.

In a written reply to an unstarred question, according to a government press release, Murugan said the LEDC, chaired by the Information and Broadcasting Secretary, has prepared an execution framework for the sector and operationalised an online single-window system for live event permissions through the India Cine Hub portal.

The platform enables applications, approvals, payments, inspections, real-time tracking and digital audit trails.

The Minister said 29 States and Union Territories have designated nodal officers for live event permissions on the portal. The LEDC has also circulated a Model Executive Order for streamlining licensing and permissions to all states and Union Territories, with three having implemented it so far.

The Archaeological Survey of India has framed a standard operating procedure for organising live events at protected monuments and identified 224 heritage sites for the purpose, he added.

Murugan said a concept note on a Greenfield Venue Development Policy has been circulated to States, sports authorities and industry stakeholders, while a skilling committee has been set up.

The Indian Institute of Mass Communication, along with the Media and Entertainment Skills Council and the Event and Entertainment Management Association, is preparing certificate and short-term courses in live events and elective modules in its existing programmes.

The LEDC has also flagged issues including visa and foreigners’ registration facilitation for visiting artists and crews, use of sports and heritage venues, music licensing, permissions for events beyond 10 pm, taxation and access to finance with the relevant ministries.

Murugan said that, following the LEDC’s recommendation, the Reserve Bank of India has removed the requirement for a bank guarantee for advance remittances of USD 500,000 and above for import of services under the Foreign Exchange Management Regulations, 2026, effective Oct. 1, 2026.
