The Telecom Regulatory Authority of India (TRAI) has released its official response to a back-reference from the Department of Telecommunications (DoT) regarding the allocation of spectrum for Public Mobile Radio Trunking Service (PMRTS). The regulator’s recommendations focus on ensuring a transparent and fair method for assigning spectrum in this crucial segment.
As per an ANI report, the original recommendations by TRAI were submitted on 20 July 2018, following a reference from DoT dated 13 July 2017 under Section 11(1)(a) of the TRAI Act, 1997. The DoT had sought TRAI’s guidance on devising a mechanism for spectrum allocation, including the potential use of auctions, to ensure efficiency and transparency in the PMRTS segment, which caters to sectors such as public safety, transport, and utilities that require reliable mobile radio communication.
After reviewing its 2018 recommendations, the government, through the DoT, issued a back-reference on 21 July 2025 requesting reconsideration of certain points. TRAI conducted a detailed assessment of the DoT’s observations and has now finalised its response, which has been made publicly available on its official website, www.trai.gov.in.
The regulator’s response is expected to guide the DoT in implementing an allocation mechanism that balances sectoral requirements with market efficiency, reinforcing the critical role of PMRTS in supporting essential services across India.
