WAVES: Murugan unveils white paper on India live events boom

On the opening day of WAVES 2025 Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr. L. Murugan, prepares to release a groundbreaking white paper titled “India’s Live Events Economy: A Strategic Growth Imperative”. The formal unveiling is scheduled to take place on May 3, 2025, during the prestigious WAVES Summit 2025, being held at the Jio World Centre in Mumbai.

According to a press release issued by the Press Information Bureau (PIB), this white paper—commissioned by the Ministry of Information & Broadcasting—is the first of its kind to offer an in-depth, data-backed view of India’s live entertainment sector. It evaluates how the industry is evolving from a fragmented, unorganised structure into a formidable pillar of India’s cultural and creative economy.

The document is expected to offer strategic recommendations, map emerging trends, and spotlight the massive economic potential of live events across the country. The period from 2024 to 2025 is being marked as a key inflection point, with international music giants like Coldplay performing in cities such as Ahmedabad and Mumbai, signaling India’s readiness to host global-standard shows and concerts.

The paper notes a dramatic rise in event-led tourism, with nearly half a million attendees traveling across states solely to attend live music shows. This signals the beginning of a vibrant music-tourism economy. Simultaneously, premium ticketing options—ranging from VIP access to curated luxury experiences—have recorded over 100 percent year-on-year growth, indicating that Indian audiences are now willing to invest more in immersive experiences rather than simply attending events.

Interestingly, the boom is no longer confined to metros. Participation from Tier-2 cities has surged thanks to regional music festivals and multi-city tours. In 2024 alone, India’s organised live events sector registered a 15 percent growth, contributing an additional Rs.13 billion in revenue. Each large-scale event today is estimated to generate between 2,000 and 5,000 temporary jobs, emphasizing the industry’s expanding role in employment generation and skilling.

The white paper also outlines a clear roadmap to make India one of the top five global live entertainment destinations by 2030. With the right mix of investment, policy intervention, and infrastructure upgrades, the sector is poised to unlock fresh pathways for economic growth, tourism, job creation, and India’s international cultural visibility.

As WAVES 2025 continues to attract thought leaders, artists, and visionaries from the entertainment world, the release of this white paper could serve as a milestone moment—placing the live events industry at the heart of India’s soft power strategy for the decade ahead.
