MIB issues advisory for TV channels on news reporting, AI use

MIB

The Ministry of Information and Broadcasting (MIB) has advised all private satellite TV channels to strictly follow the Programme Code under the Cable Television Networks (Regulation) Act, 1995, and the Cable Television Networks Rules, 1994. The Ministry has raised concerns over instances of non-compliance and asked broadcasters to ensure that their programmes follow the prescribed guidelines.

According to an advisory issued by the MIB today, the Inter-Departmental Committee (IDC) observed that some programmes were not in line with the spirit of the Programme Code. It also noted that similar news and visuals on the same topics were being broadcast across multiple channels. The committee emphasised that inappropriate behaviour and language should not be normalised on television.

The advisory reiterates that live coverage of anti-terrorist operations conducted by security forces is prohibited. Until an operation concludes, media coverage must be restricted to periodic briefings by an authorised officer. Channels should also use timestamps on visuals wherever necessary to avoid creating the impression that recorded footage is live.

The Ministry has asked channels to exercise caution and editorial discretion while broadcasting violent, graphic or disturbing visuals. Reports on crime and violence should be based on verified facts and presented in a balanced and responsible manner. Broadcasters should avoid sensational reporting, excessive repetition of disturbing footage and content that glorifies or normalises unlawful behaviour. Blurring or masking should be used wherever necessary, with special care taken while reporting crimes against women and children.

For coverage of natural disasters, major accidents and other significant incidents, channels should rely on verified information and use timestamps wherever necessary to avoid causing panic among viewers. The Ministry has also advised broadcasters to use authentic maps of India published by the Survey of India in television programmes, graphics and digital representations.

The advisory states that live debates and panel discussions should not promote communal or anti-national attitudes. Channels should carefully select and prepare panellists and take appropriate action if derogatory, abusive or inflammatory content is aired. Measures may include muting the content, issuing disclaimers, interrupting the programme or discontinuing the feed.

The Ministry has also emphasised the need to protect the identities of victims of sexual offences. Channels should not disclose photographs, family details, locality or any other information that could directly or indirectly identify a victim, in accordance with applicable laws and Supreme Court directions.

The advisory asks broadcasters to exercise caution while using Artificial Intelligence (AI), including generative AI, in programmes, graphics and virtual news presentations. AI should be used as an assistive tool without compromising the accuracy, authenticity or sensitivity of content.

Broadcasters have also been advised to strengthen their editorial and content review systems and ensure that personnel involved in news gathering, editing, production and transmission are familiar with the Programme Code. The Ministry has encouraged regular workshops and training sessions for editorial and production teams to improve compliance.

The Ministry has warned that violations of the Programme Code may invite action under the Cable Television Networks (Regulation) Act, 1995, and the rules framed under it.
