Kerala HC to rule on BARC India ratings case on July 24

The Kerala High Court has reserved its order in the TV Ratings Policy 2026 case and will announce its decision on July 24.

The verdict could decide the future of BARC India’s landing-page rule and when weekly TV ratings can restart. Justice Bechu Kurian Thomas reserved the order after hearing arguments from both sides.

According to media reports, the case was filed by the All India Digital Cable Federation (AIDCF) and DEN Networks. They have challenged a provision in the policy that allows broadcasters to continue using landing pages where a TV channel automatically opens when viewers switch on their set-top box but says the viewership from these pages will not be included in TV ratings.

The petitioners argued that TV ratings are the main basis for advertising revenue and that excluding landing-page viewership would hurt broadcasters’ earnings.

They also said the issue is linked to a similar case pending before the Supreme Court and that such a rule should not be introduced through a government policy without proper legal backing.

The Centre opposed the petition, saying the policy does not ban landing pages or advertising on them. It only excludes their viewership from TV ratings to ensure fair audience measurement. The government also maintained that it has the authority to frame policies related to television audience measurement.

The case is significant because BARC India has suspended the publication of weekly TV ratings until the new policy is implemented.

The High Court’s decision on July 24 is expected to clarify whether the landing-page rule can be enforced while the legal challenge to the TV Ratings Policy 2026 continues.
