Amidst new row, Twitter India names US-based exec grienvance officer

Twitter sees global jump in demand to remove media’s content

There are two sayings in Hindustani — aa bail mujhe maar(to unnecessarily provoke the bull) and pair per kulhari maarna (knowingly putting ones foot on the sharp axe) — that presently fit Twitter in India perfectly.

Not content with the ongoing faceoff with the Indian Government over complying with the country’s new digital regulations (particularly those relating to appointment of grievance officers in India) and temporarily blocking access to Indian IT Minister’s account over infringement of an US law, Twitter on Monday was accused of showing a wrong map of India — not a first for the micro-blogging site as similar fault-lines had occurred with the China map too allegedly in the past.

While Indians woke up on Monday to the news that Twitter’s Twitter India’s interim resident grievance officer had quit on Sunday, soon came the news that an US based executive had been named as a replacement for the local person.

Dharmendra Chatur, who had been recently named as a grievance official as mandated by the new IT Rules to address complaints from Indian subscribers, decided to call it quits, PTI reported.

The social media company’s website no longer displayed his name, as required under Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021, on Monday morning India time.

Twitter declined to comment on the development.

The development comes at a time when the micro-blogging platform has been engaged in a tussle with the Indian government over the new social media rules. The government has slammed Twitter for deliberate defiance and failure to comply with the country’s new digital norms.

CNNNews18 reported during the day that Twitter has appointed California-based Jeremy Kessel as the new grievance officer for India as required under the new Information Technology Rules, 2021.

Kessel is the Global Legal Policy Director of Twitter. But his appotmemtn is a complete breach of the rules as guidelines are clear that grievance and nodal officers for SM websites would have to be based in India and a resident employee of the company.

Wrong Map Of India on Twitter:Amid a tussle with the Indian government, Twitter’s latest controversy is for displaying a distorted map of India, which shows Jammu and Kashmir, and Ladakh as a separate country, The Quint reported.

The distorted map appeared on the career section of the micro-blogging platform, showing J&K and Ladakh detached from the country.

However, this is not the first time that Twitter has shown a distorted map of India.

In a warning, the government said any attempt by Twitter to disrespect India’s “sovereignty and integrity is totally unacceptable”, India Today reported.

New InfoTech Rules: The new rules which came into effect from May 25, 2021 having been notified on February 25, mandate social media companies to establish a grievance redressal mechanism for resolving complaints from the users or victims, a PTI report said.

All significant social media companies, with over 5 million user base shall appoint a grievance officer to deal with such complaints and share the name and contact details of such officers.

The big social media companies are mandated to appoint a chief compliance officer, a Nodal Contact Person and a resident grievance officer. All of them should be resident in India.

Twitter in response to the final notice issued by the government on June 5 had said that it intends to comply with the new IT Rules and will share details of the chief compliance officer. In the meantime, the microblogging platform had appointed Chatur as interim resident grievance officer for India.

According to a government official, the company has lost legal protection as an intermediary and will be legally held responsible for all content posted by its users on the platform.
